How Locals Apply for NDEA Crisis Fund

   The NDEA Crisis Fund was established in 1981 to assist a local association with inadequate means of providing for the pursuit of negotiations and member rights.  This includes fact finding, collective bargaining, bargaining crisis organizing, and grievance arbitration.  Crisis Fund monies are to be used by locals as a supplement to local effort.

   In order to qualify for Crisis Fund assistance, the local must be an NDEA affiliate; be the exclusive bargaining agent; submit a proposed crisis budget; pay a minimum of 50 percent of total crisis cost excluding impasse; pay at least 20 percent of the cost of impasse (not to exceed $100 per member); file a final report of expenditure with the NDEA; and involve a UniServ director in the negotiations process prior to crisis.  The NDEA will make a determination on the basis of local need and effort.

   Procedures for requesting Crisis Fund assistance:

  • 1. The Local files an initial application with the regional UniServ director or, if unavailable, the executive director.
  • 2. The UniServ director refers the application to the executive director.
  • 3. The NDEA legal team will evaluate the request and make a decision within ten (10) working days.

   If dissatisfied with the decision, the local may appeal in writing to the NDEA Board of Directors within ten (10) working days of being notified.  The NDEA Board of Directors will hear the appeal at the next regularly scheduled meeting.  Representatives from the local may be present and may speak at the hearing.
